On January 25, 2021, the regional stay-at-home order imposed by Governor Gavin Newsom was lifted, returning the County of Kern to the 'Purple Tier' of the "Blueprint for a Safer Economy" established by the State of California.

City Declaration
The City of Tehachapi has declared a local emergency in response to the COVID-19 health crisis following Governor Gavin Newsom’s Executive Order (N-33-20) in March of 2020..
Mayor Susan Wiggins signed Resolution No. 11-20 on Friday, March 20. The declaration was ratified via special telephone meeting of the Tehachapi City Council. The minutes are available in the agenda center on this website, the entire meeting recording can be viewed here.
The City of Tehachapi, has adjusted business practices to adhere to standards as a result of State mandates in relation to COVID-19.
City services remain in operation.
As of October 19, 2020, Tehachapi City Hall, the City Hall Annex (Development Services) and the Tehachapi Police Department lobby are open during regular business hours. Capacity limitations along with facial covering requirements are in place. Please see the details at the door prior to entry. Passport services are not in operation at his time at City Hall but should be restored in the coming weeks.
Other City facilities, including the Senior Center, Museums, Beekay Theatre, Rail Depot Museum, Heritage League Museum and the Visitor Center remain closed. If you have any questions regarding specific City services, please contact City Hall at (661) 822-2200 during business hours (M-TH, 7 A.M.-5:30 P.M.)
Public Meetings
All meetings of the Tehachapi City Council and the Planning Commission will be held telephonically in compliance with California Executive Order N-29-20. Citizens can view the meetings live via our YouTube channel.
Public Comments for the City Council may be submitted in writing via email to Deputy City Clerk Ashley Whitmore at awhitmore@tehachapicityhall.com no later than 6 P.M. on meeting day. You may also comment by calling (661) 822-2200 ext. 108 to leave a voicemail of no more than two minutes in length, no later than 6:00pm prior to the meeting. Please state and spell your name at the beginning of your message and clearly indicate the agenda item number you wish to address.
Public comments for the Planning Commission may be submitted to City Clerk Tori Marsh at tmarsh@tehachapicityhall.com no later than 6 P.M. on meeting day.

SBA and Treasury Announce PPP Re-Opening; Issue New Guidance
WASHINGTON – The U.S. Small Business Administration (SBA), in consultation with the Treasury Department, announced today that the Paycheck Protection Program (PPP) will re-open the week of January 11 for new borrowers and certain existing PPP borrowers. To promote access to capital, initially only community financial institutions will be able to make First Draw PPP Loans on Monday, January 11, and Second Draw PPP Loans on Wednesday, January 13. The PPP will open to all participating lenders shortly thereafter. Updated PPP guidance outlining Program changes to enhance its effectiveness and accessibility was released on January 6 in accordance with the Economic Aid to Hard-Hit Small Businesses, Non-Profits, and Venues Act.
This round of the PPP continues to prioritize millions of Americans employed by small businesses by authorizing up to $284 billion toward job retention and certain other expenses through March 31, 2021, and by allowing certain existing PPP borrowers to apply for a Second Draw PPP Loan.
“The historically successful Paycheck Protection Program served as an economic lifeline to millions of small businesses and their employees when they needed it most,” said Administrator Jovita Carranza. “Today’s guidance builds on the success of the program and adapts to the changing needs of small business owners by providing targeted relief and a simpler forgiveness process to ensure their path to recovery.”
“The Paycheck Protection Program has successfully provided 5.2 million loans worth $525 billion to America’s small businesses, supporting more than 51 million jobs,” said Treasury Secretary Steven T. Mnuchin. “This updated guidance enhances the PPP’s targeted relief to small businesses most impacted by COVID-19. We are committed to implementing this round of PPP quickly to continue supporting American small businesses and their workers.”
Key PPP updates include:
- PPP borrowers can set their PPP loan’s covered period to be any length between 8 and 24 weeks to best meet their business needs;
- PPP loans will cover additional expenses, including operations expenditures, property damage costs, supplier costs, and worker protection expenditures;
- The Program’s eligibility is expanded to include 501(c)(6)s, housing cooperatives, direct marketing organizations, among other types of organizations;
- The PPP provides greater flexibility for seasonal employees;
- Certain existing PPP borrowers can request to modify their First Draw PPP Loan amount; and
- Certain existing PPP borrowers are now eligible to apply for a Second Draw PPP Loan.
A borrower is generally eligible for a Second Draw PPP Loan if the borrower:
- Previously received a First Draw PPP Loan and will or has used the full amount only for authorized uses;
- Has no more than 300 employees; and
- Can demonstrate at least a 25% reduction in gross receipts between comparable quarters in 2019 and 2020.
The new guidance released includes:
- PPP Guidance from SBA Administrator Carranza on Accessing Capital for Minority, Underserved, Veteran, and Women-owned Business Concerns;
- Interim Final Rule on Paycheck Protection Program as Amended by Economic Aid Act; and
- Interim Final Rule on Second Draw PPP Loans.

The U.S. Small Business Administration, in consultation with the Treasury Department, today released a simpler loan forgiveness application for Paycheck Protection Program (PPP) loans of $50,000 or less. This action streamlines the PPP forgiveness process to provide financial and administrative relief to America’s smallest businesses while also ensuring sound stewardship of taxpayer dollars.
“The PPP has provided 5.2 million loans worth $525 billion to American small businesses, providing critical economic relief and supporting more than 51 million jobs,” said Secretary Steven T. Mnuchin. “Today’s action streamlines the forgiveness process for PPP borrowers with loans of $50,000 or less and thousands of PPP lenders who worked around the clock to process loans quickly,” he continued. “We are committed to making the PPP forgiveness process as simple as possible while also protecting against fraud and misuse of funds. We continue to favor additional legislation to further simplify the forgiveness process.”
“Nothing will stop the Trump Administration from supporting great American businesses and our great American workers. The Paycheck Protection Program has been an overwhelming success and served as a historic lifeline to America’s hurting small businesses and tens of millions of workers. The new form introduced today demonstrates our relentless commitment to using every tool in our toolbelt to help small businesses and the banks that have participated in this program,” said Administrator Jovita Carranza. “We are continuing to ensure that small businesses are supported as they recover.”
SBA and Treasury have also eased the burden on PPP lenders, allowing lenders to process forgiveness applications more swiftly.
SBA began approving PPP forgiveness applications and remitting forgiveness payments to PPP lenders for PPP borrowers on October 2, 2020. SBA will continue to process all PPP forgiveness applications in an expeditious manner.

The following new website is showing widespread COVID-19 vaccine appointment availability for those in the eligible tier(s): www.vaccinefinder.org. It is likely this website, which partners with the CDC, will be widely promoted soon. This will result in congested website traffic and less appointment availability, so we wanted to share this information with you promptly. While many of us are not yet in an eligible tier, this website can be helpful in assisting friends and relatives with securing appointments if they are eligible now.
Tips and helpful websites:
- Do not limit your search for a vaccine to your healthcare system (e.g. Kaiser, Sutter, Scripps).
- COVID-19 vaccines are available at no cost, regardless of where they are provided. Even if a health plan denied the claim, government funds have been set aside to pay the expense. Individuals will not be asked for payment.
- The CDC’s www.VaccineFinder.org locates local vaccine providers, shows vaccine availability, and helps schedule appointments
- Find out if you are in an eligible tier at www.myturn.ca.gov, which allows some scheduling of vaccine appointments. Scheduling here will likely be expanded. For now, VaccineFinder has more robust scheduling capability in most locations.
- Find general easy-to-read information from the CDC about COVID-19 vaccines at www.GetVaccineAnswers.org

COVID-19 Testing Site:
Adventist Health Tehachapi Valley Hospital at 1100 Magellan Drive has been designated as a drive-thru testing site for COVID-19 through the Kern County Department of Public Health.
Any resident wishing to have the test performed may call for an appointment at 661-771-8775 from 8 a.m. to 5 p.m. Monday-Friday. Appointment times range from 10 a.m.-2 p.m. Appointments are required.
Please note: This is a COVID-19 testing site that only tests for the active coronavirus. It is not an antibodies testing site and will only be able to determine if a patient has the virus, not if they have had it prior.
