On Monday, June 3, the Tehachapi City Council approved a balanced $21 million budget for fiscal year 2019-20. The approved budget also addressed subsequent balanced years through 2023-24. The budget includes all operating funds within the City including the general fund, enterprise funds such as water, sewer, airport, transit and refuse and capital project funds
City Manager Greg Garrett and the City’s finance department have been working for the last five months on the budget presentation and the accounting for the coming fiscal year. The presentation at Monday’s Special Budget City Council Meeting included a detailed overview of all funds and statements from department heads regarding their goals for the coming year and how the budget presented goes about addressing them.
“This was a collaborative effort requiring team work between all departments and Greg’s leadership,” said Mayor Susan Wiggins. “I am very pleased with the final numbers.”
Additionally, the City’s general fund has strong reserves of over $3.5 million to allow for emergencies or other unforeseen needs in the coming years. This year’s healthy general fund balance is allowing for the addition of one new police officer, police technician and lead landscape maintenance supervisor position. Additionally, the part-time positions of code enforcement officer and community engagement specialist are being transitioned into full time positions.
“I’d like to thank the department leaders for working together to present a balanced budget for the citizens of Tehachapi," said finance director Hannah Chung. "The finance staff puts several hours into ensuring this budget is reflective of our goals and we are proud with those results.”
With the enterprise funds of water and sewer providing a valuable service to customers, those departments also have healthy reserves to allow for emergency repairs and future expansions. The reserves will allow for the recently-approved Groundwater Sustainability Project due diligence study without the need of financing.
